It showed up the first time and now nothing shows in popup window. I tried installing and reinstalling several times. Am using Map3D 2019 and even tried 2018 version. What is going on?? very frustrating

Which SHP filetype did you use, "Shape multiclass" or "ESRI shape"?

You could try to remove (or rename) "MapExport.ini" file to force AutoCAD to recreate one. You could find it in
"C:\ProgramData\Autodesk\Autodesk AutoCAD Map 3D 2018\R22.0" for MAP 3D 2018.
Remove this file when AutoCAD is closed.

Thanks for the suggestion. I removed the MapExport.ini file closed Map 3D then reopened and tried the MAPEXPORT command. It still shows the same blank popup screen dialog box. I even tried uninstalling and installing different versions of Map 3D and Civil 3D. Maybe worth mentioning is that when I first tried MapExport the very first time, it worked correctly and showed the selection dialog box correctly. Every subsequent try after that did not show anything in the popup screen.
Any other suggestions are greatly appreciated.

if you run AutoCAD with your own Windows login, then all settings based on your login (AutoCAD profile, registry settings, settings in your <users>-folder are always the same ... and so if there is a defect you might see the reason.
That's why I suggested to create a new Windows user account on your system, login with that new user account (so all settings are like a new installation of AutoCAD Map 3D) and try now to run _MAPEXPORT.
If that works well we know that we need to reset your AutoCAD settings to default for your original user account and - sorry about that - you need to do your customization's again. But then you know it's worth to do that.

Just for a try, I join my MapExport.ini from MAP 3D 2018. You could try with this file.
You say you have Civil3D and MAP3D installed. Is it same version?
I read MapExport.ini doesn't have same parameter between Map3D and Civil 3D for entity type because with Civil you could take into account aecc object.
