Map 3D 2017.

EXCEL Workbook has XYZ Point data; in this case the data must always be available from this EXCEL Workbook.

Need to use the Points, with ID Label, as Point Features in Map 3D.

Is the only way to do this to create a ODBC DNS using Administrator Tools?

There is two ways to do it:

1) Create ODBC connection, when you want to  visualize excel data(points) in map

2) Generate data links between object and excel row. Sample: when you have blocks with attribute value matcing excel row id value then you can generate automatic links between rows and objects in map.

Actually there is third way: import .csv data. 

But in your case when you need all data must be in excel then ODBC is the correct way.
