For which driver exactly? "greyed out" always means that option is, well, not an option.

not sure what you are asking about "which driver?"

i am trying to plot a drawing full size. i was thinking "plot to file" would give me a pdf-full size that i could send to my Arch.

I have AutoCAD LT 2017, so does that not allow me to "plot to file"?

You have to know what file type you are ending anyone by first selecting the correct printer/plotter driver first in PLOT command: are you skipping that part?
Or does your ARCH actually want your DWG file?

If I may ask, why are you and your ARCH not talking together about this to help each other get the correct file out?

If you are choosing the "AutoCAD PDF" output, or "DWG to PDF" then the "Plot to file" option should be checked and grayed out because there is no other option BUT to plot to a file. Some PDF plotters (drivers) will still have that box available, although it is completely irrelevant as it is plotting to a "virtual plotter" (printer hooked up in Windows to APPEAR as a real plotter when it's just plotting to a file anyway)
