Scaling Viewport Not Accurate

My drawing in mspace is 1:1, dimensioning is done in mspace. I have a view port scaled to 1:100. The paper units =1, dwg units =100. When I physically scale a distance in paper space i.e. what should be a 30ft distance, it should measure 3" with a std ruler in pspace, it measures 3 1/2". Tried changing scales in the viewport and they all are off in scale...my 1/4"=1' etcscales are fine.  This is on the computer before i even plot the dwg. I have just reloaded AutoCad LT2015

Are you drawing 1unit=1-inch or 1 unit=1-foot?

3/8"for the first one here, and way too small to measure with a ruler for the second option.

Thanks, worked it out...stupid mistake on my behalf...wasn't multiplying the scale out by 12. For 1"=100' should have been 1unit=120
