toolbar display

All, I'm very frustrated here and I need some advice.

I am trying to create a custom toolbar.  Nothing fancy at first.  I would just like to cluster a few standard commands into a toolbar that I cna float to one side or the other within the drawing area.  I do not know if this is an issue with LT or not but I can go into the CUI, go through the Customization area and create a new toolbar under the toolbar Section, add some commands to the toolbar and finally hit Apply.  By everythign I see and read, a toolbar should appear on my screen somewhere. I get nothing.  Is this me or am I forbidden from doing this through LT?

Have you add the toolbar to your current workspace? In CUI dialog, right click above your current workspace> customize workspace.

Then find the new toolbar below toolbar category. Check the checkbox then click OK.
