The command window should appear so that snap can be set, but the snap window appears.
How do I make the changes so that I can change the settings in the command window?

Do you type at the command prompt SNAP and that's how you see this?

What command do you enter to bring up this SNAP Drafting Settings window?

So is your question to change something so that you always see the SNAP at the command line but not in the Drafting Settings window?

When I enter the SNAP command, only the DRAFT SETTING window appears.

SNAP is the commandname for all of us.

 

.SNAP (with the period in front of it) will call the core command, which will look like what you want: type that at the commandline to see for yourself.

I know what the OP is getting at. Every time I type SNAP (with or without the period at the beginning) at the command line. I get the image below, this is all input via the command line.
