You can rotate an entire view within a layout viewport by
changing the UCS and using the PLAN command.
As for the second, I personally have always preferred to have an
application launch toolbar at the bottom of the screen always
visible (like the freebie Office Launch Toolbar, or in later
Windows OS the default one on the bottom Windows Start toolbar,
or even clicking on the Start button and launching it. Much nicer
than cluttering LT with even more toolbar buttons just to launch
a blank page of another program. Just my preference, please feel
free to ignore my rantings
