While in paperspace, type LINETYPE at the command line and you should get a
dialog box. Uncheck the "Use paperspace units for scaling" in the lower
left. Click ok. You may have to regen or leave the layout and come back
in.
You can also use the PSLTSCALE. It does the same thing. Either way I
believe you will need to do this for every layout.

I am using AutoCAD LT 2007. I cannot plot Center Lines or Dashed Lines from
Paper Space. Plot from Model Space is OK. Line Weights are OK.
