Layer Property Panel

I can't resize the Layer Property Manager menu.

It is stuck at two lines displayed, can't undock it or resize it.

Lockui = 0 or 1 doesn't seem to do anything.

CLASSICLAYER command does work, but I would rather have the new version so I may work while the layer display is available.

Does anyone have a solution to this? I am using ACAD LT 2016.

OOOPS, I found it. On the left side of the display I was able to get my mouse to drag the thing around. No indiction of this. I was just trying to find out how to close the box, and I found out how to undock and resize.
