Not enough information: try to add more details, post a screenshot of your ABOUT command, PC/Laptop specs, where you store the file, how are you connected to that file location, and if this is the only file with problems and what you did to fix it.

Do that first. 

Grab LANSpeed from here, and then test the LAN/WAN speed from your PC to the location where the file is stored. The vast majority of time, this is where I find a problem. A bad network cable, bad IP phone throughput, bad port, etc.
