I have been sent a dwg from another company. They used decimals units, and I am wanting to convert to arch. units. However, when I change the units the conversion from their decimal it way off. I am not sure how to get it to scale correctly. The decimal dimension they show is 825, when converted to arch it shows 68'9. I am told that their decimal is 825CM. How can I get this to iron out correctly.

AutoCAD does not convert between decimal and imperial. So a line 825 "units" long will be 825cm in decimal, but 825 inches in imperial which is 68 foot and 9 inches.
To change correctly you need to scale the drawing by 1/2.54 (There is 1 inch in 2.54cm)
