circles won't show as dashed lines, but 2 arcs will

I can't get circles to display as dashed lines. They'll appear dashed in model space, but when the drawing is xref'd into a sheet, they're always solid. Rectangles will show dashed, and interestingly, if I draw the circle as 2 arcs they'll be dashed. I feel like I'm missing something obvious here! And yes the linetype scale is always 1.

Any chance you can show us a portion of each file that has the issue in it?
