Circles within blocks scaling incorrectly - AutoCAD 2019 - Windows 10

Noticed a bug after I updated my AutoCAD last week.  When I scale a block, the circles within the block are scaling/distorting with a multiplier of 10x or so.  In other words, the circles appear and plot much larger than the rest of the block. 

Sometimes the circles are displayed correctly in paper space, but when I plot them, they get scaled up.  See screenshots for a before-and-after plotting example.

I am having the same issue and have tried to access the solution via the link you provided, however I keep getting a screen saying:

"Access Denied,

Is there any way you can write out the solution or provide a new link?

If your Product is updated, you don't need this Link.

Install the last Update an test the issue again.
