changing rastor pdf to vector when importing

Looking for a way to change a rastor pdf into a vector pdf. 

when importing the rastor pdf I cannot manipulate it.

Not possible I'm afraid, raster is just like a photo, a series of pixels which only have color information, no single pixel knows what relation it has to it's neighbour and even the pixels that represent a whole line may have different color information.  A vector image has line start/end information and so always stays sharp, but there is no way for a raster image/pdf to know where the 'end' is it is just a point.

Google for it, there are many Tools to convert raster2vector,

Some tools are very good if the PDF shows a drawing created in CAD.

But for old handmade drawings / scans, it is not really good.
