If it happens with all applications, you need to take your PC to a repair shop now. No one here can help you.

If it only happens with LT2016... Turn off LINESMOOTHING and LINEFADING in LT2016.
If it still flickers, start GRAPHICSCONFIG command and disable (or enable) other features and see if these help.

It happens with all applications only after I've installed 2016. When I
uninstall everything works fine.

Did you get a chance to try my recommendation, second paragraph in my first reply? Three things to try.

Hi,

I've just had exactly the same problem, in fact I've just posted a new topic about this highlighting a youtube video.  Do you ever find a solution to this? Autodesk seem to be unaware of this problem.

All the best,

Andy

Screen flickering means your video card doesn't work in AutoCAD: Autodesk posts drivers for video cards it thinks are worthy of the attention here, all others are just not currently tested or supported http://usa.autodesk.com/adsk/servlet/syscert?siteID=123112&id=18844534
