i have a drawing with xrefs in model space and a viewport in paper space with a client border. multiple users can open the drawing and everything functions as expected but just one user opens the drawing and the xrefs are not visible or just partially loaded. the client border (paper space objects) disappears too.
when you try to reload the xrefs or change it to absolute it disappears completely but it still shows up in the xref manager. i had him open the drawing and show me then i opened the drawing as read only while he still has it open and on my computer everything if fine???
i am at a total loss on this one...any suggestions.

Is this an XREF pathing issue for the one user?
Screenshots from their XREF palette and from yours side by side might reveal something.
EDIT: expanding their commandline to 5-10 lines long to observe possible program message from when they open the top file might reveal something too.

Sounds like this user is missing access to some files that the rest of you have access to.
Maybe some xrefs are on a shared drive that this user cannot access. But then the xref palette should say "not found" and give you a warning when you open the drawing (unless you turn those off).
What is the border? A block, xref... ??

I have the same issue. I am the only one using the drawing and its xrefs. In PS the xrefs in model show up partially or do not show up. Changing MaxactVP does nothing. Changing Annoallvisible makes it worse, some text is out of whack. I checked layers and they are not frozen in the VP. Other drawings are fine in this project. This issue has popped up in more than one project.

Share a sample, create a copy of your main file and delete all layouts and viewports, except one with the problem (etransmit incl. xrefs) .
What is your product and productversion? Command: ABOUT

Have you installed the \2023.1.6 / 2024.1.5 / 2025.1 Update yet? You never say which software you ar using. ABOUT command in your AutoCAD will confirm what you have installed. If not, get it from your Autodesk Account Page here https://manage.autodesk.com/cep/#products-services/updates
Restart your PC afterwards.
If that did not help... Set GFXDX12 variable to 0 (that's a zero) then restart your AutoCAD.
If still no relief then start GRAPHICSCONFIG command and change the 2D Display Settings pulldown from "advanced mode" to one of the other choices.

I may have a solution, this only took 1.5 hours to play around, in cad. I had saved a civil sheet as my electrical sheet. The VP had been clipped, for no reason. The models (xrefs) in model space were probably inserted at real coordinates so they were not near 0,0 but in la-la land. I created a new VP that did not need to be clipped. Seems fine now. Good luck everyone doing cad. I call it the Bad Cad Game.

The source of the problem would still have to be resolved...perhaps those stations that exhibited the problem has graphics driver limitations preventing AutoCAD from properly displaying clipped vport model space views.
Best to resolve this to eliminate future issues. I'd suggest you follow @pendean post to see if that would resolve clipped vports on those stations.
