Xref Bind fails with "unknown reason", AutoCAD 2027, every fix tried

I'm hitting a persistent Xref Bind failure in AutoCAD 2027 that survives every fix I can find on this forum and in the Autodesk knowledge base.
I have attached the file which is unable to be bound. It is an empty file! I started from a file which had items in it and wasnt able to bind into a drawing where it was xrefed, and then I removed everything in it but still can't bind it.
I would sincerely appreciate any help, if someone maybe sees what it is still wrong in this blank file, so then I fix it in the larger file.
Posting the full elimination process since a lot of similar threads never get a resolution. Maybe someone recognizes the specific error.
"Error: At least one of the specified xrefs failed to bind for an unknown reason."
What I've tried
- Proxy objects: none. Checked with PROXYNOTICE on, no warning on open.
- Corruption: RECOVERALL and AUDIT come back clean on both the host and the xref.
- Duplicate named objects: purged repeatedly, both All and Regapps.
- Leftover Xref Compare data: confirmed and stripped via WBLOCK and a DXF round trip.
- Cloud sync: moved everything to a plain local folder (C:\Temp), no OneDrive, SharePoint, or Dropbox involved.
- Machine-specific issue: tested on two separate computers, same result on both.
- Host drawing: tried binding into a brand new blank drawing, not just the original file. Still fails.
