Is it possible to "lock" the position of an x-ref so it cannot be moved within the model?

A co-worker moved an x-ref (accidentally) and proceeded to model around it (while in the wrong location)

In the future I would like to have all the x-refs locked down and unable to be moved, is this possible to avoid future re-work?

Xref on its own layer and lock that layer, why wouldn't that work?

The locked layer of my x-ref keeps the dwg still, but is hard to see in paper space. How can I brighten the locked layer in paper space? thanks

LAYLOCKFADECTL controls it or xdwgfadectl, set to 0
