x-ref files with C3D cogo point appear to be tiny

we have a site survey files that contains cogo points, which we x-ref in to the multiple site plans as a base. In some drawings, the cogo points appear with desired size, but in a few other drawings, the cogo point show up really, really tiny. (they look fine in the model space, this problem happened in paper space)  I ensured I checked the drawings units and most of the annotation setting I could thought of to fix this problem but the issue remain. (we are technically using F/X CAD 2022, but the issue remain regardless I opened the drawings in AutoCAD 2023 or C3D 2024)

I am quite certain there are some settings in one of the drawings that need to be adjust. Just not sure why....

Both screenshot are taken in the paper space, with the vp set to the same scale, and all annotation set to the same. The top screenshot shows the desired result, the bottom screenshot doesn't.

Or ask in the C3D forum since that is where your content came from?

OR... share that DWG file here if you are 100% that's not it and someone here will confirm what you got going on. Keep in mind few here are using F/X CAD nor C3D.
