User unable to copy and paste from one drawing to another in Autocad 2016

Hello.

I have a user who is trying to copy and paste from one drawing to another in Autocad 2016. When she attempts this she receives the following message.

is the problem only from the source file into may other files?
OR
is the problem only is this one destination file but works fine in all others?
OR
is this a sudden new problem in a 4-year old software that started today?
OR
is this a problem that has always existed for this one user in the 4-year old software?

Let us know more background.

It happens with any original drawing to any destination drawing.

The user reported that the issue started 7/10/2019 and she was able to do this with no issue before.

Does the user have warnings about proxies?

What changed with their system or setup on 7/10?
What is the OS in use?

Did the user restart their PC yet?

The user is using windows 10. As far as I am aware nothing his changed around the time of the issue starting.

Perhaps its the new Microsoft 1903 update for Win10: it will need to be removed and the PC restarted.
