Unit Issues with Another Users File

The units on this file measure at 2/3rds of the correct measurements.

A line that is 4' - 0 "  measures at 2' - 8". 

I have changed the units to Architectural 1/4" = 1'.

The file was developed in Engineering scale.

I believe I should be able to change these units by changing the scale.

Is there another setting that needs to be changed as well?

I've attached the file and a screen shot of one area that should measure 4' - 0". 

The entire files measures at 2/3rds of the correct size.

Any information would be very appreciated!

Hi,

Then use command _SCALE and use option _REFERENCE (reference length is then the line's startpoint to endpoint and destination length is 4' 0").
