Turn off Help Description pop up

Is there a way to turn these off?  They are always in the way.

It comes from when you move your mouse on to a list or button in a dialog box.  Then it post a message to tell you what that list is, but it covers the list.

TOOLTIPS System Variable.

Set to 0, or in the OPTIONS dialog box:

Note that you can also leave them on but set them to wait longer before appearing.
