Toolbars are stored in CUIx files.

Use the Transfer tab of the CUI command interface to copy contents of one CUIx file to another.

When using the Transfer tab, you must open the source CUI file and the destination CUI file. Find the "stuff" you want to "transfer" (copy) from the source, and drag it to the destination.

"how do i get it to come on so i can use it to draw?"

On the Customize tab, select your current workspace in the left upper pane, and on the Workspace Contents pane to the right, use the Customize Workspace button. Find the toolbar you created in the left upper pane, and turn it on in the workspace. Click the Done button. Close CUI editor. Find the toolbar on the screen.

didn't work. Is it because I'm using educational version?

To my knowledge, the EDU version has the same functionality as the commercial version.

Try using the in-product Help. Lots of stuff in there about the CUI command.
