Tool Palette Customization

My office has a set of tool palettes it uses for drafting purposes.  I recently added a number of new ones, to the point it has become unwieldy to use.  I went to separate the palettes into groups, since there are a few tabs we don't use often.  (All of our tabs are currently in a single group).  However, I am unable to get to the Tool Palette Customization dialog box.  On the tool palette, I right click and choose "Customize Palettes...".  Nothing happens, and the command line reads:

I have also tried to typing "+customize" and entering "4" as the tab index (using the command list as a reference for how AutoCAD gets to the Tool Palette Customization Dialog).  Again, nothing happens.  This time there is no extra language in the command line.  

 

I can still edit and use each palette without problem.  I originally had the problem in AutoCAD 2014 where I believe the palettes were created and has continued into AutoCAD 2015.  I had hope the transition would iron out the wrinkle, but it has not.

 

Any suggestions as to what is happening and how to fix it?

Did you use the migration feature when you jumped from 2014 to 2015? It sounds like the problem came along as well.

A reinstall of 2015 (if a reset does not fix it) may be in order: ensure you backup your customizations first.

I did use the migration feature. I have reset to default settings and was able to reach the Tool Palette Customization dialog box from the default tool palettes. As soon as I loaded my profile, however, I was unable to do so. The problem/solution must lie somewhere in Options via my profile since I haven't loaded my CUI files yet.

Could having two locations specified for "Tool Palette File Locations" or "Authoring Palette File Locations" (one for custom palettes the other for AutoCAD's default palettes) be causing the issue? Beyond that I do not have much of a guess.
