to lock or not

I must have pushed some button unknown to me.

I want to lock a viewport.

I usually make view/lock/on then select.

Now it says the viewport I chose is "1 was not in the working set"

I went to HELP and was directed to Tools/Xref and Block In place Editing/Add to Working Set"

I am then told "Command not allowed, you must be it same space as the reference"

What ????

I done this in AutoCAD for decades.

What's a Working Set ?

What did I do to mess it all up ?

Help !

Are you in BEDIT command, aka block editor? That's normally when that error shows up.
Close and reopen AutoCAD and try it again?
Delete the layout, create a new one, and start over yet? Watch your viewport layer.
