他の図面からコピーすると縮尺が変更される

他の図面からCtrl+Cでコピー、Ctrl+Vで貼り付けをすると、縮尺が変更されます。

図面によっては縮尺が変更されないものもあるのですが、設定の影響なのでしょうか。

Yes it is because of the units. use command _UNITS and set the insertion scale to match the unit of the first drawing.
