Something change with Blocks?

I'm running ACAD LT2021.

Has something changed with Blocks?

Before, after I create a block and then select one element to move the whole block, that would work.

Now, after I create a block and then select one element to move the whole block, only the element I selected moves. It's like the block wasn't even created, except it shows up when I list blocks and when I try to create the block again, I get a message saying I've already created a block with the same name.

What am I doing wrong or what has changed?

I didn't mean blocks. I meant groups.
