Snap tracking not working with ortho within "x" distance of final desired point

I finally upgraded to 2016 recently from 2010. I always work in ortho (drawing buildings and details) and make heavy use of snap tracking. I often stretch lines along an ortho direction to align with other things. Problem is, if the other thing I snap track from is withing a certain distance from my final desired location, tracking doesn't work. I end up having to draw an extra line just to snap to which is super annoying. Any idea of a fix? Is it a bug?

Zoom in closer make any difference?
Is 2016 fully updated?

No zooming doesn't change it.

Haven't ever updated. How does one check if it's updated? Do I just download the latest service pack for that version and follow directions?

ABOUT command is a good place to check your exact version.

It says M.49.0.0 AutoCAD 2016
Not sure whether that means basic version or service pack or what. I have not personally installed any service packs so I may just try it and see if it works after I finish for the day.
