Sheet Set Manager - Copy Layouts for Temporary Use & Also Maintain Fields

We have two dilemmas.
1. When we copy a layout for temporary purposes within an open drawing, the sheet set fields within the drawing are lost and become # symbols. Some of these fields are custom sheet set properties and some are sheet properties. Is there a way to maintain, synch or bind these fields when duplicating layouts?
2. Is there a faster or better way to get these temporary duplicate layouts imported or copied into the sheet set manager beside using the "Import Layout as Sheet"?
Maybe the problem is our workflow and someone may have a suggestion. Our workflow:
Currently we have individual drawings with 3D xref'd models, a layout completely annotated and dimensioned. These layouts are added as sheets in the SSM. Of course the SSM allows us to publish the entire project. At project milestones, we currently copy and rename the layouts in each drawing. Then we create a 2D representation the viewport or viewports in the layout for presentation and printing purposes only. This workflow of copying the original layout and flatshotting may happen multiple times throughout the length of the project. When doing this we have no way of one click publishing these 2D drawings through SSM and we lose the field data from the SSM.
Any ideas?
