setting a viewport color has no effect

First, I know I've been posting a lot of questions lately.  Thank you so much for all the help, it's greatly appreciated.

 

In the attached .DWG, the DIM layer color (for example) is set to yellow in model space and set to "8" in paper space.

 

However, in paper space, it still appears yellow.

 

What am I missing?

But draw a circle in paperspace and you will see - it works there!

You changed the color for another viewport - the system paperspace viewport

 

If you like to change the VP COLOR of a userdefined viewport, you have to go INSIDE the viewport!

Command _MSPACE or doubleclick in the middle of your viewport.

Open Layerproperties-Manager and change the viewportproperty "VP COLOR",

jump back to the Paperspace by doubleclicking outside the viewport area or by command _PSPACE

 

=> and change the VP COLOR for your paperspace back to normal.

While in paperspace, change the VP COLOR settings..

Nothing is "set to 8" inside your layout's VIEWPORT (get it, you actually have to be inside a viewport to set the column VP, which stands for ViewPort)

But now it is an you get what you crave

Also, your viewport is not set to an actual scale, and it is not locked. Two other problems you'll probably come back to ask about I suspect.
