Scale Model Space View

Hello,

I am attempting to set a standard scale for my model space view in the layout viewport. I am using the AutoCAD "Getting Started" Guide for reference. However, the Properties palette that appears in my program differs from the one shown in the AutoCAD guide. When I specify an Annotation scale, the model space view does not automatically zoom to that scale. Is there something I'm missing? Is there a reason my Properties palette is different from the one in the guide?

Thank you in advance for your help. I've attached the screenshot as well.

The properties palette will look different depending on whether you are in an active viewport versus just picking on the border of the viewport itself.  In your drawing you are in the viewport, pick the model button at the bottom of the screen, then click on the edge of the viewport, then look at properties.
