How do I unlock the axis of a Dimension, per this video?

Dimensions in AutoCAD each have a type: LINEAR dimensions will never act like that line. Is that what you are created in your video? ROTATE is the correct method in your video with that dimension type.

Start HELP in your AutoCAD version, explore that dozen DIM type commands to understand, and before your next question, there is nothing built in to change a linear-type dim to an Angular type dim.

Also, explore and learn what each grip in a dimension does too, most of them never work like the simplistic line object grips do.

If you want the dimension to stay aligned with the line, create a new ALIGNED type dimension and select the line object.

If you just want to rotate the rotated dimension, use the rotate command.  The rotation of a rotated dimension is fixed.

use an ALIGNED Dimension [DIMALIGNED command], and make sure it is Associative [DIMASSOC System Variable].

That would only work if there are extension lines. Mine doesn't have extension lines.

There are always extension lines: you are just hiding them or tucking them under your arrows. @Kent1Cooper tip still works either way. Give it s try now, you just grab the dim from one of these grips

Again, DIMLINEAR (what you have drawn) is the incorrrect type of dimension.
