We in DoD need to download the full version insted of the web installer. Who can help me secure a copy of the AutoCAD newtork version?

When you say the network version, are you looking to find information for the trying to install AutoCAD across the network (such as a network deployment) or are you wanting to run AutoCAD from a network license server (which allows one or more different users to open AutoCAD, get their license information from your server using the NLM, or Network License Manager), or are you looking to set up AutoCAD to run in an environment that is isolated from the internet?

The link above will give you the information on how to plan, install and configure either of the first two options.
Please note that a standard installation of AutoCAD (whether it is installed locally or deployed across the network) requires access to the internet so that the program can check and verify the serial number at least once every 30 days or so, and to use the Help files.
For a computer that is not connected to the internet, you will have to have a different type of license so that the system will not have to access the internet to continue operating.
Configuring the Help file to run on a non-internet connected computer is a two step process, which requires you to download the Help file so that it can be installed locally, then setting AutoCAD to access the local copy.
