Plotting a line in color

So I am trying to set up my plotting settings to allow for 1 line to be in color and the rest in black. I have tried setting up new .ctb files adjusting so that all the other lines are supposed to be in black and 170 to be blue but it still keeps showing up with everything black. I'm sure I'm missing a step here somewhere. I have attached a snippet of the plot style table

Open up the monochrome, change 1 to use color and save as new name.ctb then use it.

I get that it's supposed to work that easily but that is my problem. That it's not working. I attached my file to see if you can see what i'm doing wrong. thanks

So it attached the drawing but its wont allow me to upload the ctb file. Instead of changing the Color 1 as suggested I went to change the specific line. I'm attaching screenshots to show what each step looks like

And where is color 170 in your posted DWG file?

Go to printer properties and click to plot colors.

170 is supposed to be the waterline layer

You mean the BLUE layer color (aka pen #5) you have set in your file and object color...

Got it. Thanks, I kept trying to do the 170 blue and didn't realize.
