What locks on? The pan command? Correct
You can't exit PAN? Only if I hit escape
I cannout recreate this action it only happens once in a while.
I have looked at the History / F2 button and it dosent show as a command. I have a feeling this is related to 3d pan.

Welcome to the Autodesk Community Answer Day.
A fix that was implemented in 2014 allowed the zoom and pan function to work but had the side effect of pan sometimes locking/getting stuck (usually document and machine dependent). Our development team is currently investigating the problem
Workaround for now is to hit ESC to get out of the pan command.

Very annoying, I have to save to get it to exit the command. Escape does not work.
plan on using the space bar next time, but would like to see this fixed as it is a huge time killer.

Have you considered that there might be something you can do to fix it?
You should ask in a new thread. Make sure to state your version and hardware specs.
In the mean time, you can try a different mouse to see if the problem still exists.
