Objects in an annotative block have moved from basepoint and can't move back

As the title describes, some of the objects in my annotative block have moved away from basepoint, this happened upon re-opening the file after a restart. When I try to fix the basepoint, or edit the objects at the basepoint within the block editor, they move even further away when saving the changes. The hatch moves far away diagonally and I don't even know where the lines go, only the text stays in the correct place.

The blocks are fine in an older version of the file and when I try to migrate the block back over it actually makes it even worse and won't bring across the formatting. 

 

I've attached an image of the block in the new file, compared to the block in the original file. I really can't make this again because I'm using that block in hundreds of places, it's the door/window/electrical/plumbing/appliance/millwork tag.

Pics show the problem but a couple of DWG files showing before/after might go a long want to help you identify the cause of the problem then fix it.
