Object enabler issue

I am running autocad 2017 and after installing the civil 3d object enabler for 2017, I get this error message when trying to open a civil 3d drawing: Unable to find the rules file: c:\c3dpiperules.xml

The drawing may eventually open if left alone for 3 or 4 hours, the machine is basically crippled.

Without the enabler installed the drawing will open almost immediately

Have you tried reinstalling the enabler?

Yes, I even downloaded it again, did not help.

can you do a search on you computer to find out if the file is just in the wrong place. its odd that its looking in the root directory for the file.

Are you sure the problem is not this ONE single C3D file?
If not, can you post that c3d file here? We have have R2017 with C3D installed (or can get it installed).
