Ignore the 51, do the math and you will have what you need. The 65 is the distance from the front of the finished surface to the identical surface on the other side. I found this in my 1967 copy of a Giesecke book and even then it wasn't clear what the dim was supposed to be. See attached. It was done in 'freedom units' but it the same and in the newer book it was updated to ISO.

If something I wrote can be interpreted two ways, and one of the ways makes you sad or angry, I meant the other one.

If this was a final exam project then I personally feel, respectfully of course, that the instructor made a poor choice.
You've not yet received a solution to your initial question so I decided to give this one a try. I went about this by creating the 3D model, then pulling the orthographic projects via ViewBase commands.
If I were instructing this project as a 2D view creation project to my class I would have started with an oblique drawing to replicate the project as shown, then I would develop the projections in 2D.
There are 3 or 4 problems with the illustration...
I would probably handle dimensioning a bit differently if real work but I just wanted to cover all of the details similar to the provided illustration so you might relate them easier. Oh yeah, hidden lines make this horrible to look at;)
Please find the attached files and give some feedback to let me know if I missed anything for you need any further details.
This was fun test of old skills.
