Metric block from Tool Palette inserting at wrong scale

I have a dynamic block with metric units.  If I use insert and insert the block into a metric drawing or template I can type in the drawing scale that my drawing is at and the block scales correctly which is what I want.  If I use the Tool Palette and insert it from there and type in the scale as the drawing scale I have set, it scaled it by at least 1000.  So if my drawing is set up at 1:750 (metric) and I choose the block from my tool palette insert it at a scale of 750 then it scales it ridiculously big. If I just insert it with no scale it is set to 1:1000.

 

When I go to edit my dynamic block in block editor the drawing scale appears to be 1:1000, if I change it to 1:1 in block editor and save the changes it doesn't seem to save them because if I reopen the block it goes back to 1:1000.  However if I open up the block in just a drawing format (not block editor) the drawing scale is at 1:1.  

 

I have tried a few different things. But where it works with plain old insert, I don't want to mess that up as well.  I can get my imperial block that is set up like this to work just fine off the tool palette, but I want to metric block to work the same.  I had it working yesterday, but after a few changes to the dynamic block (added some visibility 'layers') it doesn't work now.  Any suggestions?  Is it something that needs to be changed on the Tool Palette? Block editor? Attached is my metric block.

 

 

***Apparently when I start a new metric template, the scale is working just fine from the tool palette.  But when I go into a metric drawing that was previously drafted/set up with line work for me, that is when it doesn't work and I get a crazy large scale.

What are the DWGUNITS settings of the file you are in? And what is INSUNITS set to in the file you are in? And do both match the settings of ouyr "metric template"?

Drawing units were set to unitless and INSUNITS was set to metric in the drawings that I was trying to insert the block into.  If I change them to both agree it works.  However if I open up a new blank template they are both metric.  Your right, the units need to match.  But the way one person sets up drawing may not using the metric template at all.  At least I know my block is set up correctly.  I can't correct someone else's drafting practices.
