Layer order display

This is probably very straight forward but I'm struggling to find a way to reorder the list of layers in the Layer Properties Panel, how is this done please?

as much as i understand ... you may need to click any column heading. also increase the value of the MAXSORT variable. On the AutoCAD command line, type MAXSORT. Set the value higher than 1,000. Usually 5,000 is high enough to accommodate most drawings. this is to ensure displaying in alphabetical order.

Note: The SORTORDER system variable controls whether layer lists are sorted in natural or in ASCII order.

Neither commands seem to make a difference, I was hoping there might be a way to drag layers up or down the list so that I can have them in order of preference ie.

There is no such ability in AutoCAD: the sorting is done numerically/alphabetically, WindowsOS style, that's your only option, if creating and using Layer Filters is not the better approach for your needs https://cadsetterout.com/autocad-tutorials/take-charge-of-autocad-with-layer-filters/ and https://www.cad-notes.com/autocad-layer-group-filter/
