Is Acad 2019 a new platform?
Example: When I do a Save As the file type is currently "AutoCAD 2013 Drawing (*.dwg)"
I am currently running 2017.
Would 2019 say the same thing, or would it say "AutoCAD 2019 Drawing (*.dwg)"?

It's not a new platform. The file format is 2018.

Oh, ok, 2018. We're on 2017 and I never really paid attention to 2018. We're moving up to 2019 next month, though. Thank you for your response.

If need be you can change the version in which you are saving. (except you cant save up past the version you are using)

Please be careful with that, using _SAVEAS and selecting DWG-2013 (or settings the options to save back to an old format) is not that easy with AutoCAD 2018 and 2019 as it was in earlier days.
AutoCAD shows you a warning when opening old drawings, that AEC-objects will be updated and are then not able to be saved back! These AEC objects can then create troubles when you try to open such a DWG-file with AutoCAD 2017 or older, e.g. with the message "One or more objects in this drawing cannot be saved to the specified format".
Therefor please us command -EXPORTTOAUTOCAD to export drawings to an older format, but do not use _SAVEAS, especially do not set the default fileformat to an old format (additionally that needs more time to save and open DWG-files).
