Inconsistency in measurement in Autocad 2013

Hi There,

 

I'am using AutoCAD 2013 and while iam measuring objects in model space, I obtain a different measurement between the same parallel lines.

See attached pics. The first one is showing a wierd measured dimension value and I then I have to try a few attempts before getting the correct dimension.

Could some one help me with this issue? Is there some setting that I need to do in measurement options?

Same elevation for both lines?

LIST each line and see.

Just found out that these are 3d lines. This drg was made in archi cad or autocad3d or other software. Now I need to get all the objects on a current zero layer to commence my work. 

What is the right procedure to do this?

Use CTRL+A to select them all

Then CTRL+1 to get Properties Palette to show up

Then click to change them to layer zero.
