APPLY TEXT TO A 3D SECTION

I have attached a small 3d section drawing that I want to add text correctly to.  I have read about using the UCS command but am confused on how to apply it.  Can you explain how I can add text and or dimensions so they are on the correct plane?  I am not needing to rotate this view at all.

Usually a drawing starts with UCS World

To use other UCS planes, use command UCS, then for example type in X then 90 will put text as shown in the photo.

 

Reset to UCS, W for World before using Y, or Z etc......

I am doing something wrong?  Are the letters not standing up because I did not draw this in the UCS world?  I tried different rotation inputs and I did have success lining the text up parallel, but can not seem to get the text standing?

Attach your .dwg and let's see.

PDF doesn't help much.
