How to show layer in Viewport but not in Model space

I am working in a model space. And for better work, I freeze some layers. But I need those layers to be visible, in some of my viewports, all the time. Is there any way to do it in Autocad 2021?

(don't suggest me to work in paper space 😊).

No, think about it this way: 

A viewport is a window, through which you look at model space (which projects onto paper space). 

The viewport window can filter layers and turn them off aka block them from showing. 

However, anything that is frozen already in model space is "hidden" and is not there to be seen through the window. 

When you say you need some layers to be visible in paper-space all the time, I feel like that may not really be true. You really only need them to be visible again once you are ready print or publish your work, don't you? The way I work is, I will freeze some layers in model space while I am working so I can see what I'm doing. When I'm all done, I click the "thaw all layers" button to turn everything back on. Next I move to my paper space tabs and go through each viewport making sure each is showing the correct layers. Finally, I publish my drawing. I hope this helps!

The only way I can picture accomplishing something like what you want is [contradicting your prohibition] to have, in Paper Space, a Layout used only for working-in-Model-Space operations [not for Plotting, etc.], containing one Viewport encompassing the whole drawing.  It doesn't need to contain any other Paper Space elements.  You can do your work in Model Space through that Viewport, where you can VPFreeze any Layers you don't want to see there, but they will still appear in other Viewports.

Then you don't get what you want in AutoCAD sadly, that's how it is designed to work.

Perhaps you are not familiar with VPMAX command with paperpsace viewports: give it a try, usage is explained in HELP.

Set up some Layer States for your model space work.  Restore the layers to normal (layout views) when going back to a layout.

Create a state for all layers on (for you layouts).  Create one for working in model space.  Simple to toggle between them.  You'll have to update the states when new layers are added.

"LAYERSTATE" or there is a button in Layer Properties Manager.

Don't freeze layers in model space.  Use viewport freeze in paper space to get the appearance you desire.

Do not freeze the layers in model space. Instead, turn them off. Then, those layers will still be visible in the various viewports you are working in. In the viewports, "viewport freeze" the layers you don't want to see. 

Again, if you freeze the layers in model space, you will not be able to see them in any viewports.

Not in my experience.  If they're off in Model Space, they will not show in Paper Space viewports, the same as if they're frozen in Model Space.
