How to change scale to 1/4th on template

I'm very new to AutoCAD and I'm having a hard time changing the scale from 1" to 1/4th when using a template.

This is what template I'm using, it is 2' x 3' and my project needs to be in 1/4th scale to fit but I can't figure out how to do it nor find videos leading me through it. This is what I've tried so far

This is the template I'm using

I type in SCALELISTEDIT in the command barThis pops up and I select  1/4"=1'-0" and then click okayAfter doing this I click on "Line" and type in my dimensions but it doesn't do it in 1/4" scale.

Draw in model space and print in your layout space also known as paper space. You draw 1 for 1 in model space and then when you want to print you choose your scale and AutoCAD will print the scale you chose to the size paper you chose. No one draws in layout/paper space. Go to youtube and type in layout paper space autocad and watch a few videos there are plenty of them. Go into your model space and start drawing away using 1 for 1 size lines and objects. in the bottom right corner you have 3 bars for an icon called customization. Click that and turn on Viewport Scale, this will help you when you want to scale your drawing you select in your layout to a predetermined scale. Youtube is your friend for figuring out the basics. Draw in model space and print in layout/paper space.

You need to double click to be inside of the viewport. After that you should have a scale on the bottom toolbar. That scale is the scale for whatever viewport you are in (you can have multiple). The scale has a drop down arrow to change to new scales. There are default ones and you can add them as you have seen by what you have tried. If you don't have the scale after you get inside a viewport you can turn it on by using the 3 horizontal line on the bottom toolbar and putting a check next to "viewport scale"

Well I dont know if the old updates didnt have this option but, this is how you do it: 

when you hover on your template drawing that youve pressed ok to, double click it. and there you go. Edit: I forgot to mention that, hover and you see red dots around ur drawing thats when you double click it.

 

there is also a second option. right click the drawing, edit view, and boom you have it. 

 

I tried to find the solution on google but that was a horrible waste of time, commands etc nothing helpfull and simple for my brain.
