How do you actually apply our layer states to your drawings?

I set up the layers I wanted to toggle on or off through the layer manager command. How do I apply this to the drawings. I cannot tell if it is working or not. Does it not work with external references?

Do you make your layer manager settings specific to the viewports or must it be done in the model space?

In Revit we apply view templates to views on sheets

That is what I am trying to do. How is the equivalent done in AutoCAD?

Far from perfect but it's functional and can be used for viewport overrides.

In the Layer States Manager if the "Turn off layers not found in layer state" is checked it will turn off every layer not found in the layer state. I added this to my acaddoc.lsp to make sure it's not checked.

(vl-registry-write (strcat "HKEY_CURRENT_USER\\" (vlax-product-key) "\\Profiles\\" (getvar "cprofile") "\\Dialogs\\AcLayerApps:LayerStatesManager") "LayerNotFound" "0")
; Layer States Manager - Do not turn off layers not found in layer state

Unfortunately if you use the Layers Ribbon dropdown to select a Layer State it ignores the setting and turns off every layer not found in the layer state. I removed that dropdown from our Layers Panel to avoid the issue.

Not familiar with Revit but in AutoCAD you have the option to save layer settings while saving a view with the VIEW command which can be helpful.

The answer is around 3:24.
The apply view template to view is actually called 'restore'. The view template is called "Layer Walk. AutoCAD is weird. Although I certainly enjoy the other commentators lisp routineer answer.
