I'm trying to get all the dimensions, tolerances and title block all around the same size. I've been changing several settings and playing with standard and annotative styles. I can't seem to make everything the same size.

I suggest removing the overrides and then making your DIMSTYLE Annotative. This way the text will scale automatically based on the scale of your viewport.

edit: I deleted the overrides and made sure it was on annotative. Nothing changed.
How do I get to the settings you posted? I typed dimstyle and it didn't look like that.

Did you then reapply the style or update the objects? I included my version of your file to see what I have changed.
I clicked the update button after I did everything in your instructions. Nothing changed. I attached my current file.

Try this:
Open your Text Styles and create a new style. It should have a height of 0 and be set to annotative.
Next, open your ISO-25 dimension style and assign your new text style to the text style for your dimensions. Assign a height of 1.
On the Fit tab select Annotative
This should fix most of your text. You will also have to go through a similar process to fix your Mleader style.
how did you create the new style? this is what I'm trying and it doesn't seem to work. The new style doesn't show up for me to select it.

I can't seem to figure out how you make the A datum on the side view the right size. Also the title block looks sloppy. How do I fix that?

First, I created a new text style for your title block. The info you are typing is always going to be 1:1 so there really isn't much point in using an annotative style. You will notice that I also give all of my styles a unique name and do not use the built-in ones such as Standard. I also don't like to assign the height in the style, rather I apply it to the text itself.
Next, I went into your dimstyle and set the text height to 2. Then I used the dimsension Update and selected all of your dimensions to apply the change. I did the same thing with your mleader style (text ht=2 and arrow size 2.5)
It looks like you are trying to apply individual text height overrides which you shouldn't do. Let the style determine heights for you.
