How do I disable annotative text

I never use annotative scales or text and it's tedious to turn it off every time I start a new drawing. Is there a way to permanently disable it?

Change it in all your drawing template files.

There are advantages in using Annotative Scales and Annotative Styles.

Yes, but that will require you to update all annotation objects and styles in your template:
