How can I get the Parameters Manager dialog box to appear?

How can I get the Parameters Manager dialog box to appear? I pick the Parameters Manager tool, it turns blue, but no box. Please help. Thank you.

Hi,

 

if do you mean attached image i suggest to type PARAMETERS in command line.
