Home Run Lisp

When we went to Autocad 2016 we decided to change our layers to be more clear to the architect. So far everything seems to be working correctly in lisp with the exception of home run (HR) every time i type hr it asks what the home run is for so it can place it on the correct layer and after selecting L for lighting it says that the layer does not existing in the database. it looks like i converted it over correctly. I have attached the old and new lisp for help.

I have been playing with the code a little more and i was able to pull in the home run but at the end of command i still get a error that says layer does not exist. Also if i am on one of the layers it ask for it shouldnt ask what layer to place it on. any solution to these problems? I have uploaded new files to reference to.
